    Fairer treatment of foreign prisoners


    Dirk van Zyl SmitLast year the European Committee on Crime Problems (CDPC) of the Council of Europe decided that a new set of recommendations on foreign prisoners had to be drafted. The Council for Penological Co-operation (PC-CP), a committee of experts, selected three professionals to write the first draft. "So my colleague Róisín Mary Mulgrew from the University of Nottingham and professor Martine Herzog Evans from the University of Reims and I are the experts to the expert committee", laughs professor Dirk van Zyl Smit. The result of their work is 43 recommendations, many of them with several sub-recommendations. In addition there is an elaborate commentary that explains why all these recommendations are necessary.

    CEP meets Telmo Baltazar, member of the Cabinet of Viviane Reding

    Catalonian Open Prison Regime: Individuality and continuity are key


    Paula MonteroEuropean countries have found different ways to manage the transition from prison to a community sentence or release. The Spanish system in general, and the Catalonian prison system in particular, has designed the open prison regime, which gradually introduces inmates back to society. "The regime has proven to work," says Paula Montero i Brasero, Deputy Director General of Rehabilitation Programmes at the Justice Department of Catalonia "because it provides more continuity for the individual and puts the offender in touch with the public services."

    RJ from the victim’s perspective: a reflective narrative of the Tallinn conference


    AertsenAt 7 th -8 th September Tallinn was the stage for the conference ‘Restorative Justice (RJ) from the Victim Perspective'. It was the second conference of the ongoing EU-funded project ‘Improving Knowledge and Practice of Restorative Justice', in which CEP is an associate partner. "We aimed to bring together eminent scholars, politicians and practitioners to examine how victims' experiences could be used best for developing future restorative justice methods in  the European Union", reports Project Manager Björn Süß. "Thanks to various thought provoking presentations, we are looking back at a successful conference."

    Recap Final Conference DOMICE: “Offender Management is not maths, but about chemistry”


    DOMICE speech ErruzOver 100 delegates from 29 European countries gathered in Barcelona to participate at the CEP final conference of the European project DOMICE (Developing Offender Management in Corrections in Europe), on 29 th and 30 th September. "Case management is critical to the effectiveness and efficiency of correctional systems. Therefore we were very proud to provide a platform to improve mutual knowledge and exchange best practices on this topic", reacts Marc Cerón, as Deputy Director General Alternative Sanctions of the Catalonian Autonomous Government one of the hosts of the conference.

    CEP initiates world congress of probation in 2013, hosted by London


    Queen Elizabeth II Conference CentreWhen the Directors-General of probation in Europe met in Dublin, Ireland, at the DG conference in February 2011, an ambitious idea was born. It became clear that CEP members wanted to meet each other at meetings such as the CEP General Assemblies, but were also ready to widen their scope on the global stage. As a result, it has been decided to hold a ‘world congress of probation' in October 2013.

    CEP is enthusiastic about the newly established Radicalisation Awareness Network


    Non_violence_sculpture_by_carl_fredrik_reutersward_malmo_swedenThe prevention of terrorism and radicalization is clearly on the European Commission's (EC) agenda. On the 9th of September 2011 the EC held the inaugural meeting of the Radicalisation Awareness Network (RAN) in Brussels. CEP President Marc Cerón attended the meeting, leaving with the intention to involve CEP in the RAN. Previously CEP was organising partner in the RIRP project, which as the title suggests worked to "Reducing Influences that Radicalise Prisoners". This project finished in October 2010. Participation in the RAN will be a continuation of CEP's efforts on the issue after RIRP.

    New members added to CEP network


    EuropeCEP's network is expanding continually. In the past year, from October 2010 to October 2011, CEP has accepted 12 new members, among them 4 joined on an individual basis. The other 8 represent government organizations and universities. It was a conscious effort to include researchers and strengthen the academic presence in the CEP network, this has resulted in four departments joining. The new members from the Eastern regions of Europe also increase the scope of CEP's European representation. Here is an overview.
